It stands for a reduced level of patience and/or tolerance. RLP/RLT. It indicates that the user of RTQ and ATQ is getting fed up with getting the runaround through bureaucratic mumble speak, jargon, and obfuscation (like this) and probably recognizes that he/she is NEVER going to get a clear response.
